Bound by a blood oath to Bulgaria, it would completely encircle Montenegro, Serbia and Romania. […] If Austria-Hungary becomes the master of the Balkans, Germany becomes the master of Constantinople and of Asia Minor; the question of the straits would be resolved against Russia and the Western nations[…]."
